Abstract:
COVID-19 has shown us the need to review our budget allocation.
Budget Analysis is a tool used to build public accountability and
marginalize focus on public expenditure management and budget
processes. It aims at influencing the distribution of federal funds
and making them transparent. In this paper, budged allocations
towards various sectors of a district economy are assessed.
Objectives of the study are- 1. To find out the distribution of funds
to different areas of the economy 2. To assess
deficiency/sufficiency/ over-sufficiency of funds for various
heads, particularly in the COVID-19 Pandemic situation. Data for
the last four years i.e., 2016-17 to 2019-20, is collected from
government departments and other secondary sources for
comparative and trend analysis. The study concludes that there is
an uneven distribution of funds in the district. Some sectors like
Medical and Health are underdeveloped still unable to utilize its
funds entirely Other industries like Education and Energy can use
their funds yet need an addition in allocation for development In
the course of a pandemic it seems that rural development needs an
increase in allocation to retain migrants back in the district and
populate abandoned villages.
